摘要
近年来，我国城市化进程逐渐加快，城市生活垃圾产生量逐年增加，垃圾焚
烧发电技术由于其“无害化、减量化、资源化’’的优势，逐渐成为垃圾处理的一
个重要发展方向。我国越来越多的城市开始关注和采用此技术，与此同时垃圾焚
烧发电项目周围的环境问题也日益成为人们关注的焦点。
环境防护距离是为了保护垃圾焚烧发电项目周围环境及人群健康而制定的
项目与周围居民区、学校及医院等公共设施的控制间距。目前我国大多数垃圾焚
烧发电项目环境防护距离的确定仅考虑的是恶臭污染物的无组织正常排放，但由
于垃圾焚烧发电项目污染物的特殊性，应同时将二嗯英类作为环境防护距离确定
的相关污染因子。此外，由于发生环境风险时的危害性，也应将非正常排放作为
划定环境防护距离的依据。因此，本文主要基于不同排放状况(正常与非正常排
放)二嗯英类及恶臭污染物的排放来研究垃圾焚烧发电厂的环境防护距离。
本文以生活垃圾焚烧发电项目为对象，以保护环境及人群健康为目的，在对
垃圾焚烧发电基本工艺以及产污状况分析的基础上，提出了确定环境防护距离的
原则和方法。最后通过徐州市某城市生活垃圾焚烧发电厂的案例研究，对环境防
护距离方法中的直接计算法(模式预测法)进行了实际应用。本文通过研究旨在
为城市生活垃圾焚烧发电项目提供一个符合行业特点、简单易操作的环境防护距
离的计算方法，希望具有一定的借鉴意义和参考价值。

Abstract
With the development of urbanization，the generation of Municipal Solid Waste
(MSW)is increasing year by year,the technology of Municipal Solid Waste
．Incineration(MS W19 power generation gradually becomes an important direction of
development because of its“harmless，reduction and recycle”．A growing number of
cities in China have begun to pay attention and to adopt this technology,at the same
time，environmental issues around the project of MSWI power generation also
become the focus of people’S attention．
Environmental protection zone is the distance between the MSWI project and the
surrounding residential areas，schools，hospitals and other public facilities The
purpose of environmental protection zone is to protect the environment and the health
