从韩国企业集团倒闭论政府行为

摘要:分析了韩国政府在企业集团形成和发展过程中的作用,对韩国政府在这一过程中的

行为进行了评价。认为韩国政府的行为在一定程度上违背了市场经济的规律,主要是:政府

的角色错位;政府的支持和保护过度;政府与企业集团的关系商品化、金钱化。韩国企业集

团倒闭给我们提供了启示:要防止政府不切实际的高增长战略;要防止政府对企业集团的

过度干预;要防止“大企业病”。还对企业集团形成的一般方式及我国国有企业集团形成动

因进行了探讨,并对我国企业集团的组建提出了政策建议。

Abstract:ThispaperanalysesthegovernmentactionsofSouthKoreanintheprocessof

establishmentofenterprisegroupsandevaluatesthebehavioursofSouthKoreanGovern-

mentinthisprocess.TheauthorholdsthatthebehavioursofSouthKoreangovernment

violatethelawsofmarketeconomy,whichismainlyshowninthefollowingaspects:inap-

propriategovernmentintervention;excessivegovernmentsupportandprotection,andpe-

cuniaryrelationshipbetweenthegovernmentandtheenterprisegroups.Thefailureof

SouthKoreanenterprisegroupsoffersusthecluethatthegovernmenttoohighgrowthstrate-

gy,governmentexcessiveinterventionintoenterprisegroupsandthe“bigenterprisedisease”shouldbeavoided.Also,thepaperdiscussestheformationpatternsofenterprisegroupsaswell

asthemotivesorreasonsoftheformationofthestate-ownedenterprisegroupsindepth,and

advancessomepoliticsuggestionsfortheestablishmentofenterprisegroupsinChina.

1997年2月至6月间,国际投机者几次大量抛售泰铢,引起泰国金融市场动荡不安。7月2日,泰国政府宣布放弃实施14年之久的泰铢与美元挂钩的做法,实行浮动汇率制度,使泰铢对美元的比价跌到创纪录的新低。泰铢在7月的持续暴跌终于引发了韩元的暴跌,并进而导致韩国迅速陷入了经济危机,使构成韩国经济基础的企业集团纷纷倒闭,成为令人震惊的现象。人们一时陷入了沉思,韩国发展经济的模式——政府扶持大企业集团从而带动国家整体经济的发展模式是否还值得借鉴?在企业集团形成和发展过程中,政府应该扮演什么角色?为了说明政府的正确行为应该是什么,让我们首先回顾一下韩国政府在企业集团形成和发展过程中的作用。收稿日期:1998-09-10　　　　责任编辑　韩星明　王卫勋
